Federal Grant Awards Update

Beginning the week of July 28, 2025, the U.S. Department of Education will begin releasing funding for the current federal and education fiscal year for the following formula programs: 

  • Title I-C, ESEA: Migrant Student Education; 
  • Title II-A, ESEA: Supporting Effective Instruction State Grants; 
  • Title III-A, ESEA: English Language Acquisition; and 
  • Title IV-A, ESEA: Student Support and Academic Enrichment State Grants.  

The Arizona Department of Education is working to obtain the federal grant awards for Arizona and will update the field once the grant awards have been received.
Federal Grants Update for Fiscal Year 2026 (7/2/2025)



Federal Grants Update for Title I-C Migrant (Migrant Ed), Title II (ESEA Consolidated), Title III, Title IV, Part A (ESEA Consolidated), Title IV, Part B (21st Century), and WIOA Title II, Adult Education State Grant Program (Adult Education Consolidated) for Fiscal Year 2026 

ADE has received information regarding federal allocations for Title I-C Migrant (Migrant Ed), Title II (ESEA Consolidated), Title III, Title IV, Part A (ESEA Consolidated), Title IV, Part B (21st Century), and WIOA Title II, Adult Education State Grant Program (Adult Education Consolidated) for fiscal year (FY) 2026. 

The United States Department of Education (ED) is reviewing the FY 2026 federal awards listed above, and therefore, ED has not issued Grant Award Notifications to the states in time for the July 1 state fiscal year opening. Federal obligations have not been made to the Arizona Department of Education (ADE), and ADE cannot access federal monies earmarked for those affected programs until ED and the Office of Management and Budget provide those financial amounts to states. 

Therefore, ADE will be taking steps to minimize confusion for Local Education Agencies (LEAs) interfacing with the affected programs in Grants Management Enterprise (GME) for FY 2026 funding applications:

A) FY 2026 funding applications that have not been SEA Director approved will be reviewed, but not SEA Director approved until a federal award has been provided by ED
B) FY 2026 funding applications that have already been SEA Director approved will have a programmatic hold placed to ensure that potential reimbursements from the affected programs are not drawn down 

No adjustments will be made to FY 2025 funding applications, and LEAs may continue to use FY 2025 funds from the affected programs. 

LEAs will be able to use FY 2026 funds to reimburse themselves for valid obligations made on or after the later of the following dates, contingent upon future grant awards from ED:

  •  The date the SEA may begin obligating funds (i.e., July 1, 2025), or The date the LEA submits its application to the SEA in substantially approvable form. (34 CFR §76.708(a)) 
  • For example, LEAs may use state and local funds to support the positions until a more permanent funding source can be identified. 
 

ADE is working to obtain information and to get access to the federal funds as soon as possible.

New GEPA Requirement in FY24 Applications as of July 1, 2023 (7/3/2023)

 GEPA

As of July 1, 2023 all federal grant funding applications in the GME system will include a section to which will satisfy the requirements of Section 427 of the General Education Provisions Act (GEPA) (20 U.S.C. 1228a).

Section 427 requires each applicant for funds to include in its application a description of the steps the applicant proposes to take to remove barriers and to ensure equitable access to, and participation in, its Federally-assisted program for students, teachers, and other program beneficiaries.

What you need to know for FY24:

·         The GEPA page will only be visible once the application is in Revision status

·         The page will be found in the section titled General Education Provisions Act (GEPA).

o   Will not impact original applications

o   Required with first revision

o   A validation error will prevent application status from being changed to CR Draft started if the GEPA page is not completed.
·        There is not a minimum word count for a GEPA statement

What you need to know for FY25 and forward:

·         The GEPA page will be part of the Original application and will be required on initial funding application submission
