General Statement of Assurances (GSAs)

  • FY26 General Statement of Assurances (GSA) and Self-Assessment are due March 1st, 2025. Submission and acceptance of the GSA prior to this deadline ensures your organization will not be affected by a global hold, which will prevent any fiscal actions including approval of funding applications. Please be advised that the FY26 supplement will include a new section, requiring an upload of your LEA’s organizational chart.

FY26 Charter Assurances (Charter Schools Only)

  • All charter organizations must complete the FY26 Charter Questionnaire and Assurances document in GME.
  • Upload this along with the organizational chart in your 2026 subfolder of the LEA Document Library, by 02/28/25.

  • If your organizational chart has already been uploaded with your General Statement of Assurances, then no additional organizational chart is needed.


Completion Reports (CRs):

  • CRs for projects that ended on 9/30/24 were due to ADE in approvable form by 12/29/24.
  • Outstanding CRs for projects that ended on 9/30/24 are now ineligible for final request for reimbursement.
  • Outstanding CRs may result in holds on open projects which will cause delays in processing your reimbursement requests. If you have any outstanding CRs, please submit them or contact your Grants Coordinator for assistance.
  • Some funding applications have a limit to how much (if any) carryover is allowed. Please check with your program area to see if carryover is allowed before submitting the CR, to avoid losing the ability to liquidate those funds. Any funds carried over should be budgeted and submitted for programmatic review as soon as possible and then obligated in a timely manner.

FY26 Indirect Cost (IDC) Available in GME Supplements:

  • NEW Timeline: The FY26 IDC Supplement is now available in GME only through June 30, 2025.
  • Counties, colleges, and other government offices must request to be added to the Indirect Cost – Counties, IHEs, and Other Gov’t supplement in GME via Help Desk. Once added, the entity may apply for IDC directly through the Counties, IHEs, and Other Gov’t option.


Fiscal Monthly Reports:

  • Fiscal Monthly Reports are available by the 15th in your LEA Document Library. Please view these reports each month to see how your LEA is doing with drawing down remaining available grant funding.
  • Grants Management recommends submitting regular Reimbursement Requests for all open grants (ideally once a month or more often).

Virtual Technical Assistance:

  • If you would like to request 1:1 assistance and support with submitting Reimbursement Requests, Completion Reports, or other processing needs, please contact your assigned Grants Coordinator at 602-542-3901, option 2, to schedule a virtual technical assistance session.
  • If your organization had one or more funding application without a reimbursement on the January Fiscal Monthly Report, your assigned Grants Coordinator would have reached out by Friday, January 24 to see if you needed any assistance with drawing down funds. Please reach out via the contact information in the bullet above if you need further assistance with fiscal processing items.

FY24 Single Audits

  •  The FY24 Single Audit Qualifier Questionnaire (SAQQ) was due on 12/31/24. Entities that did not complete the SAQQ have been placed on a fiscal hold which will affect all grant reimbursement activities. Fiscal holds will be lifted once the SAQQ has been submitted.
  • If your organization has completed the Single Audit Qualifier Questionnaire and has indicated that a Single Audit is required, the Single Audit Reporting Package must be uploaded into GME within 30 days after receiving the report, or within 9 months after the organization’s fiscal year-end date, whichever comes first. 
New GEPA Requirement in FY24 Applications as of July 1, 2023 (7/3/2023)

 GEPA

As of July 1, 2023 all federal grant funding applications in the GME system will include a section to which will satisfy the requirements of Section 427 of the General Provisions Act (GEPA) (20 U.S.C. 1228a).

Section 427 requires each applicant for funds to include in its application a description of the steps the applicant proposes to take to remove barriers and to ensure equitable access to, and participation in, its Federally-assisted program for students, teachers, and other program beneficiaries.

What you need to know for FY24:

·         The GEPA page will only be visible once the application is in Revision status

·         The page will be found in the section titled General Education Provisions Act (GEPA).

o   Will not impact original applications

o   Required with first revision

o   A validation error will prevent application status from being changed to CR Draft started if the GEPA page is not completed.
·        There is not a minimum word count for a GEPA statement

What you need to know for FY25:

·         The GEPA page will be part of the Original application and will be required on initial funding application submission
